Sander van Harmelen 4a8ef78d33 Fixes #2676 by prefixing all Windows commands 
By prefixing them with `cmd /c` it will work with both `winner` and
`ssh` connection types.

This PR also reverts some bad stringer changes made in PR #2673

Helper Libraries

This folder contains helper libraries for Terraform plugins. A running joke is that this is "Terraform standard library" for plugins. The goal of the packages in this directory are to provide high-level helpers to make it easier to implement the various aspects of writing a plugin for Terraform.
