A map value read from a config file will be the default
`[]map[string]interface{}` type decoded from HCL. Since this type can't
be applied to a variable, it's likely that it was a simple map. If
there's a single map value, we can pull that out of the slice during
Eval.

The Diagnostics profile was a badly laid out resource. All we needed to
set was whether it was enabled and the storage account to save the logs
to. The old schema parameter was deprecated and replaced with a much
simplier structure

This adds a note in the `aws_iam_policy_document` documentation that
`resources` is required by AWS if used on an IAM policy. Also added a
note on `aws_iam_policy` that `aws_iam_policy_document` is a good thing
to use when configuring.

The Read func of the EIP has changed to set the `vpc` boolean value on
the response object having an Address. This is required as an EIP that
was specified, without a domain and then imported, would cause a
perpetual plan.

This page did not show how to actually use a list as a list. The
variables page states that "The usage of maps, list, strings, etc. is
documented fully in the interpolation syntax page", but that wasn't the
case.
I've split them out to list them explicitly and provide examples of
each.

This commit resolves a regression introduced in #9033 that caused an
unfiltered image to be returned despite a search criteria being set
accordingly.

When we parse a map from HCL, it's decoded into a list of maps because
HCL allows declaring a key multiple times to implicitly add it to a
list. Since there's no terraform variable configuration that supports
this structure, we can always flatten a []map[string]interface{} value
to a map[string]interface{} and remove any type rrors trying to apply
that value.
This allows Storage Service Encryption to be enabled.
