Pam Selle 83e6703bf7 Remove revision from version command
The revision field is only populated on dev builds so this means
most releases of Terraform have an empty "terraform_revision" field
in the JSON output. Since we recommend developers use go tooling
to `go build` this tool when developing, the revision is not useful
data and so it is removed.

Martin Atkins 0a596d2a12 command/version: Report the current platform
Along with all of the other information we previously reported in the
"terraform version" output, we'll now include the name of the current
platform as our provider mechanisms represent it.

This is addressing a long-standing minor annoyance where we often can't
tell from an incomplete bug report which platform Terraform was running
on, and incomplete bug reporters do tend to at least include the
"terraform version" output even if they don't also include the requested
full trace log.

However, what motivated doing it _now_ is that anyone building a provider
registry or mirror needs to have some awareness of these platform
identifiers which have been, until v0.13, mostly an implementation detail.
This additional information is a small thing we can do to help registry
builders find out what the platform identifier ought to be for each of
the platforms they aim to support, even if some of them are platforms
which the Go compiler allows but which HashiCorp doesn't officially
support.

The new information is on a line of its own in the output as a pragmatic
way to avoid breaking anyone who might be using something like
$(terraform version | head -n1) to print a brief Terraform version
identifier into some logs. That's not an interface we officially support
for machine consumption, but it's easy to avoid breaking it here and so we
won't do so.

Martin Atkins c94a6102df command: Improve consistency of the command short descriptions
The short description of our commands (as shown in the main help output
from "terraform") was previously very inconsistent, using different
tense/mood for different commands. Some of the commands were also using
some terminology choices inconsistent with how we currently talk about
the related ideas in our documentation.

Here I've tried to add some consistency by first rewriting them all in
the imperative mood (except the ones that just are just subcommand
groupings), and tweaking some of the terminology to hopefully gel better
with how we present similar ideas in our recently-updated docs.

While working on this I inevitably spotted some similar inconsistencies
in the longer-form help output of some of the commands. I've not reviewed
all of these for consistency, but I did update some where the wording
was either left inconsstent with the short form changes I'd made or
where the prose stood out to me as particularly inconsistent with our
current usual documentation language style.

All of this is subjective, so I expect we'll continue to tweak these over
time as we continue to develop our documentation writing style based on
user questions and feedback.

Martin Atkins b3f5c7f1e6 command/init: Read, respect, and update provider dependency locks
This changes the approach used by the provider installer to remember
between runs which selections it has previously made, using the lock file
format implemented in internal/depsfile.

This means that version constraints in the configuration are considered
only for providers we've not seen before or when -upgrade mode is active.

Alisdair McDiarmid 163c943e9b command: Fix bug with -v/-version/--version flags
We globally support a -v/-version/--version flag, which triggers the
version subcommand. The recent introduction of JSON output support meant
we started parsing the flags for the first time, but we didn't add flags
for these global version arguments.

This commit adds those flags (but doesn't check them, since they have no
effect on the version command itself). Also adds usage information for
terraform version.

Martin Atkins 549aede792 Remove terraform.ResourceProvider, use providercache.Installer instead
Back when we first introduced provider versioning in Terraform 0.10, we
did the provider version resolution in terraform.NewContext because we
weren't sure yet how exactly our versioning model was going to play out
(whether different versions could be selected per provider configuration,
for example) and because we were building around the limitations of our
existing filesystem-based plugin discovery model.

However, the new installer codepath is new able to do all of the
selections up front during installation, so we don't need such a heavy
inversion of control abstraction to get this done: the command package can
select the exact provider versions and pass their factories directly
to terraform.NewContext as a simple static map.

The result of this commit is that CLI commands other than "init" are now
able to consume the local cache directory and selections produced by the
installation process in "terraform init", passing all of the selected
providers down to the terraform.NewContext function for use in
implementing the main operations.

This commit is just enough to get the providers passing into the
terraform.Context. There's still plenty more to do here, including to
repair all of the tests this change has additionally broken.

After some refactoring, this helper method had an unused argument (vars)
and an always-nil error return value. This commit cleans this up.

Ethan 6833ac290b command: Use full URL for the download page when prompting for upgrade
This makes it more likely that a terminal emulator will detect the URL as a clickable link.

Antoine Jacoutot 37a6331ebf command/version: drop empty line on version check (#14858)
We always add an empty line when asking/checking the version. We should only do
that if there is a new version available. While this is purely cosmetic, it
reads better and is consistent with packer.

Martin Atkins 5347f82f9a command: Include provider versions in "terraform version"
We encourage users to share the "terraform version" output as part of
filing an issue, but previously it only printed the core Terraform version
and this left provider maintainers with no information about which
_provider_ version an issue relates to.

Here we make a best effort to show versions for providers, though we will
omit some or all of them if either "terraform init" hasn't been run (and
so no providers were selected yet) or if there are other inconsistencies
that would cause Terraform to object on startup and require a re-run of
"terraform init".

Robert Liebowitz 006744bfe0 Use all tfvars files in working directory
As a side effect, several commands that previously did not have a failure
state can now fail during meta-parameter processing.
