Without a seed, the "random" script path locations for the remote-exec
provisioner were actually deterministic!
Every rand.Int31() would return the same pseudorandom chain starting w/
the numbers: 1298498081, 2019727887, 1427131847, 939984059, ...
So here we properly seed the communicators so the script paths are
actually random, and multiple runs on a single remote host have much
less chance of clobbering each other.

The Outputs and Resources maps in the state modules are expected to be
non-nil, and initialized that way when a new module is added to the
state. The V1->V2 upgrade was setting the maps to nil if the len == 0.

Fixes an issue where terraform plan or apply will always have a diff.
The Elastic Beanstalk API returns data for the `resource` attribute for
some settings that are not documented. This limits the `resource`
attribute to settings in the `aws:autoscaling:scheduledaction`
namespace.
Always increment the state serial whenever we upgrade the state version.
This prevents possible version conflicts between local and remote state
when one has been upgraded, but the serial numbers match.
Although DiffFieldReader was the one mostly responsible for a buggy behaviour
more tests were added throughout the debugging process most of which
would fail without the bugfix.

Just like computed sets, computed maps may have both different values
and different cardinality after they're computed. Remove the computed
maps and the values from the compared diffs.
