Fixes#9410
When importing an azurerm_virtual_network that has no DNSServers,
terraform was throwing a panic as it was trying to dereference that list
of servers to set to state
This commit adds a simple check to make sure there are DNSServers before
dereferencing them

Regressions were introduced when fixing
https://github.com/hashicorp/terraform/pull/8607 . Specifically when
resources in the statefile are deleted or missing in real life, then
terraform plan would exit with an error when it recieved a 404 not
found. The correct behaviour would be to show a plan with the offer to
create the missing resources.
- Add documentation for resources
- Rename files to match standard patterns
- Add acceptance tests for resource groups
- Add acceptance tests for vnets
- Remove ARM_CREDENTIALS file - as discussed this does not appear to be
an Azure standard, and there is scope for confusion with the
azureProfile.json file which the CLI generates. If a standard emerges
we can reconsider this.
- Validate credentials in the schema
- Remove storage testing artefacts
- Use ARM IDs as Terraform IDs
- Use autorest hooks for logging
