Andreas Kyrris e5219ba56d Fixes behaviour when azurerm resources disappear. 
Regressions were introduced when fixing
https://github.com/hashicorp/terraform/pull/8607 . Specifically when
resources in the statefile are deleted or missing in real life, then
terraform plan would exit with an error when it recieved a 404 not
found. The correct behaviour would be to show a plan with the offer to
create the missing resources.

This is because the code is as follows:

When a request throws an error, the response object isn't valid. Therefore, we need to flip that code to check the error first

Peter McAtominey 0fde61b9ab provider/azurerm: catch azurerm_template_deployment errors (#7644) 
The error was ignored causing Terraform to report that the deployments was
successful rather than in a bad state. This commit cause the apply operation
to report the error.

Added a test which attempts to create a storage account with a name longer
than the maximum permitted length to force a failure.

Felivel Camilo ae38ef2e01 provider/azurerm: Make ARM template timeout 40m 
Template deployments with multiple extensions can last more than 10
minutes. Fixing that by increasing the timeout to 40 minutes.
