Add AWS Billing & Cost Management service account

This adds a very simple data source for the AWS Billing account ID magic number.

Used to allow AWS to dump detailed billing reports into an S3 bucket you control.

## Attributes Reference
* `id` - The ID of the AWS billing service account.
